How much $$ in account to get F1 ?

My friend from Europe wants to study in the USA and is applying to CUNY, and tuition is about $10,000 per year. How much money her uncle (GC holder) has to show on bank satement to bo OK TO GO for F-1 visa? He will pay for living, tuition, food and other things (internet, mobile, subway, books, etc). Will 14,000 will be enough?
 
when he applied for the school.... how much did they need the financial support paper to be for... this is how much he needs to show... maybe 20,000 in our case we showed 35,000 cuz... the tuition was 25,000
