How many J-1 can one get?

I've been on a J-1 visa for 18 months from 2008-2010. I want to go back to the US on another J-1, but International Interns USA just told me that I am not eligible for a J-1 visa until 2012, and I quote:

"The new rules and regulations regarding J-1 visa are specific that you can only have an internship every two years. That doesn't say you cannot come here on another visa."

Now, that is AFTER I told them my visa states that I am NOT subject to section 212(E) and therefore the 2-year rule does not apply to me.

Can I get another J-1 in 2011 or is there some NEW regulation against that I am not aware of?

My understanding is that you can get other nonimmegration visa like F-1, but not J-1 until after 2 years of your first J-1, even though your J-1 is not subject to section 212(E).
