How many days in advance I can go to border and apply for TN

If my offer asked me to come to work on October 1st, how many days in advance I can go to the border POE to get TN?

If I go too early, would there be a problem?

Btw, if I work in US under TN, do I need to pay EI and CPP to Canada?
 
I believe your TN will be issued and dated from the day you actually apply at POE. It's not required to pay EI or CPP in Canada if you live and work in the US.
 
Please read through this forum. This question has been asked and answered several times already. Nothing changed.
When you arrive at airport pre-clearence POE to request TN, you are expected to take flight to US and start job immediately.
When you arrive at land POE, again, you are expected to travel to your job and start immediately. But, most CBP officers will allow you to obtain TN about one week or less in advance. There are no hard rules. See examples posted on this forum.
If you don't like this, request your future employer file I-129 by mail to USCIS for approval. Typical 2-4 months processing time. Two weeks if your employer pays for "premium processing", extra $1440 at this time.

Taxes are a separate issue, This forum is for immigration questions. Short answer, no EI or CPP to Canada.
You will pay FICA taxes in US. Social Security (roughly equivalent to CPP) and State Disability Insurance (roughly equivalent to EI) deductions.

Being a Canadian moving to US full time to work in TN status does have complicated US and CAN tax requirements. I chose to consult with a Tax professional before I moved and started my job in US. Some people choose to do to their taxes themselves, but I found it was not worth my time. Consequences of not complying with Canada's exit tax reporting and US FBAR reporting can be significant. Ignorance of the tax rules is no excuse.
