If you are from a heavily retrogressed country or a heavly retrogressed category the number of years you are waiting matters less than the fact that you have no hope of seeing the green card in the near future. So some in those categories have it rougher than others I feel.
ie An EB2 person from Peru whose labour certification is stuck in BEC has a hope of something soon. Not so a 485 pending from India in EB2. If you ask which of these two hypothetical cases is in the better position to get the green card sooner, well I would prefer to be in the former.
