How long it takes to get the EAC from VSC?

We mailed our I-140 to VSC on 27th August, 2003 and FedEx confirmed that it was delivered on 28th. We have not received the EAC number from VSC so far. It is more than 2 weeks since it was delivered to VSC. I am curious to know if this is well within the normal time VSC takes to mail the EAC number.

Some time I-140 and I-1485 takes time as they will do primary inspection of I-140 applications.

Normally it takes about 4 weeks to get a receipt with an EAC number.
