It depends whether the person who is being sponsored is in US or outside the US in his native country. Consular processing can take upto a year at the most. However once it is processed, and a the person enters USA, he or she gets a green card immediately.
Adjustment of status is done if the sponsored person is already in US in some valid visa status. This is more time consuming than the consular processing. The only advantage is the person can apply for work authorization based on pending I-485 adjustment of status application, which enables him or her to work in the country while he or she waits for a green card. To apply for I-485 one needs not just an I-130 which is approved, but the priority dates for that category for the country to become current.
