How long it takes for LCA and H1B

Dear friends,

I want to know how long is takes for getting Labour Condition Application (LCA) approved. Can one fax the form for Department of Labour? Does any one know the fax/tel number for Michigan Department of Labour?

Once LCA is approved how long it takes after that to get H1B visa with premium processing? Once again can the application be faxed to BCIS (INS)?

Is the quota for H1B about to expire within one or two weeks?
I read some where on the internet about this.

your lawyer/employer can file LCA online, with 3 to 15 days turnaround.
I129 needs to be mailed in and for premium processing it should not take more than 15 days.
