how long it takes for GC + H1 cap

I have a H1, previously on J1. I am doing my 3-year waiver. 2 questions:

1) If I find a job in another hospital after my waiver, how long would the process be to get my GC through LC?
2) If my hospital is affiliated to a university, am I subject to cap?
