How long I have to wait for RFE response ? waiting for more than 60 days

My I-485 deatils:

RD: Jan '2002
FP : May '2002
RFE: Feb'14th 2004
REF responded : April 3rd 2004

And wait continues ....

Please can anybody tell me is it unusal not to get response for more tha 60 days for RFE?

Please suggest...what I should do?

Call the NCSC. That's what our RFE Notice said that if we didn't hear from them in 60 days we should call the Customer Service.

I did call Customer service gave me some B S answer... told me to wait till the 485 porcess date gets updated to Mar'2002.
