How long does it take to bring a new born baby to the US?

Heres my situation.

Im a U.S Citizen, been living in the US for 10 years. My fiance and i are going to get married next week, shes here on a Tourist visa. Shes also pregnant. Since we live in the US - Mex border in San Diego and she has Mexican insurance, we were thinking about having the baby in Mexico then apply for a passport for him. However i got a couple questions.

1) Everytime i read it says about Child from US citizen and RESIDENT Alien, she has no green card yet, because shes here on a tourist visa.

2) Most importantly, how long does this whole process take? i know i have to do it thru the US consulate in Tijuana but ill like to get my baby home as soon as possible.

Any help will be appreciated.

If I am not wrong the child even if born outside the US would be a US citizen since one of the parents is a US citizen. You would have to apply for a Birth Certificate/Passport at the nearest US consulate in Mexico and should be able to get your baby back to the US quickly.

Your record of birth abroad, if registered with a U.S. consulate or embassy, is proof of your citizenship.

Also anyone knows how long will it take for the consulate to issue the passport?
