I am not sure if chicago consulate has received my application because I didn't get signature confirmation from post office. They said it is delivered but status still says not delivered. Only way to find out tyhis is if consulate cashes my cashier's check.
Does anyone know how long does it take to cash check once consulate receives check?

if you have sent OCI application by priority/express mail (or UPS, FEDEX, etc), the signature would be CGI, not an individual name. Online status may say not delivered but calling post office or courier service would confirm whether it is delivered or not. Wait for your acknowledgement number (use online registration number here : https://passport.gov.in/oci/OnlineOCIenquiry.jsp). If after a month you have sent your application still do not see acknowledgement number call consulate at 312-595-0415 between 10 AM and 11 AM Central.

Thank you very much for your response. Its already been 3 weeks since I mailed. I will check with them in 1-2 weeks. In the meantime I will keep checking if cashier's checks has been cashed or not.

Going back to my original question, how long does it take for consulate to cash check?

I have sent money order, so no idea how long Chicago consulate takes to cash cashier check. In this day and age one would think they will accept credit cards or personal checks but, somehow they want your money but don't want to trust you. :) or it may be easier for their customers and they don't want you to forget who is in charge.

They all use to accept personal checks way back (15 years ago) but lot of our own desi's sent bad checks and got bounced. Since, Embassy cannot take any legal action other than black listing the person who sent bad check, they decided to accept only Cashier's check or Money Order. Regarding Credit Card, they do not want to incurr any clearing charges for CC transactions.
Regarding cashing to your payment, what I understand is that if your papers are in order, they will cash at the time of processing.

I understand the reasons behind their approach to collecting fee but, do not agree with it. I have sent my SC and OCI applications together in May. Got my SC and Indian passport cancelled, returned to me in 8 business/working days. OCI application acknowledgement took a month. and still waiting for OCI.
Chicago consulate has 35 mm picture/photo requirement, which no other consulate has. Chicago consulate needs 5 pictures, with non-white background; which again no other consulate has. I hope Chicago consulate is not sending OCI applications to different New Delhi center than rest of consulates in US.
Visa/PIO/OCI is in the interest of individuals and any bad check can be legally challenged. When USCIS can accept personal check for citizenship, why not Indian consulate/embassy; especially when each of them have different policies when it comes to application processing. And, most of applications are from former/current citizens.
Unless status quo is questioned, when and as it is needed; no progress can be made for betterment.
