How is the new immgration reform going to affect EB immigration

Hi,

Does anyone have a clue regarding how the new immigration reforms in 2010 going to affect eb immigration (especially NIW and eb1).

Do we have to petition before it or will the situation be better after the reform
 
I would not count on any such reforms unless they are materialized. These are there for tens of years just for words, not for action. I have been hearing such sweet things after I came to the USA in 2001, but nothing happened since then.
