How is Background check different from Name Check?

Hi ALl,
Can someone tell me what is a background check and how it is different from a Name Check ?
My case was transferred to the Houston District Office for interview.
When i went there with an InfoPass appointment to enquire on the status of my case, i was told that my case is pending a Background Check.
I showed the officer the letter from the FBI clearing my name check.
However, he insisted that the Background check is different from the name check.

Does anyone know which agency is involved ?
Is it the same as the FBI name check ?

I have had 2 fingerprints ( 1 recently at the Houston District Office) and they have cleared.

Don't know what to do...

Both are different and the office is right

Background check - DUI/Local criminal records in various places you have stayed in USA
Name check - Various databases maintained by federal agencies to check any terrorist activities,international criminal record/finger print search etc,
Both are different and I am 100 % sure about this
