How INS Process my case?

With the new procedural changes the INS has issued a internal memo on March 31st 2004 to begin new processing for concurrent filing. However the Nebraska service center issued instructions (http://www.murthy.com/news/n_newpro.html) based on the memo to begin processing the concurrent cases effective April 30th. Does that mean all I-140's approved on or after April 30th 2004 will avail of the new procedures? My I-140 was approved on April 29th 2004.

My question is should I consider myself falling under the new procedures for concurrent filling where the green card is expedited/ or does my process is still applicable under the old procedures? I want to know the actual implementation date. Is it March 31st 2004 or April 30 th 2004.

If I were you, I won't keep lot of hope on what these people say. Wait and see how things turn out, if it helps, it helps but be prepared for the wait
