How INS determines the case jurisdictions?

How INS determines the case jurisdictions? Is it based on Applicants address or by employer address?

My employer was in VSC area and he filled my 485 in VSC. My address is in Chicago (NSC) area. I have completed my Finger Printing from Chicago INS.

Now is there is any chances of transferring my case to NSC? Because my finger printing done in Chicago and it falls under NSC area, and my address is in NSC Zone.

Or INS only considers employer office as base for determining Process Center?
 
I am in a same situation as yours. So far it seems like they are considering me as in VSC. But never know..
 
It is standard practice that I-140 is filed at the service center which has jurisdiction over location of the employer. I-485 is filed which has jurisdiction over the location of the employee. When you file con-current I-140 supersedes.

Other thing is although you might be working in Chicago you labor might be stating that you will be working at VSC area after GC approval. Chance of service center transfer are very low (< 1%.)
