How exactly is an applicants priority date determined.

Correct me if I'm wrong; is an i-130 applicant's priority date the receipt date that was stated on their initial notice of action?

Well, what I could search (I am working you know...) , yes your priority date is the one that is on the I-797C Notice of Action. By USCIS glossary:

Priority Date - In the USCIS Immigrant visa petition application process, the priority date is the date the petition was filed. If the alien relative has a priority date on or before the date listed in the visa bulletin, then he or she is currently eligible for a visa.

If you have your notice of action (receipt) from your I-130 in the upper right corner should be your priority date and should be near the time you filed or the receipt was made.

Well, I didn't see a priority date listed on the notice of action. All I saw was Receipt date and notice date.

My receipt date was on September 22, 2002. So, I'm thinking that if they look at the priority date as the date when your petition was filed that I should be expecting my priority date to be sometime around late August of '02?

Visa bulletin currently states visa availability at March 15th, 2002. I'm not sure how much longer I should be expecting to wait for mine to become current.

The Notice date on the original notice of action is September 28, 2002.

I recently got my case transfered to the California Service Center and the Notice Date on that is March 24th, 2006; the original Receipt Date of Sept. 28, 2002 still stands, though.
 
Well I started reading and is your receipt date=priority date.

In any case I bet others will answer sooner or later than has been in your same case.
