How EAC numbers are sequenced? Please clarify!!

Hi Folks!!!

Could any body please clarify how EAC numbers will be allotted? Currently according to this site, they are processing EAC 99-236-#####. Mine is EAC 99-258-#####. How many applications have to be processed before my turn comes? Is \'#####\' starts from 00000 to 99999 or is there any particular sequence? I thought, thy have to process (258 - 236) * 99999 before they start 258-00001. Am I missing something?
