How does USCIS process I-485 RFEs?

I had sent a response to RFE 45 days back to VSC and i saw only LUDs and message changes after RFE response was recieved and after that there were no LUDs. How does USCIS process RFE? Does it go to same officer whom made the RFE or does it go to any officer depends on work load and availability. I know that we can make an enquiry after 60 days. How long does it take to assign it to officer if the file is waiting to be assigned?
