How does the DV 2009 2nd NL differ from that of DV 2008

Hi guys,

I have heard many people say the DV 2009 2nd Notification letter does not require one to show the affidavit of support. please let me know whether its true or not for individuals with 2nd NL. If possible list the requerements listed in the DV 2009 NL. My case is DV 2009 397XX. Thanks guys
