How does one go about Police Verification if FP cannot be processed?

How does one go about getting Police Verification if Fingerprint cannot be processed by USCIS?

I think USCIS sends 2nd FP if they cannot process the first FP. What happens if 2nd or 3rd FP tries cannot be electronically processed?
I've heard USCIS asks you to get police clearance verification in-lieu of FP for such cases.

  1. What is the process? Can you provide information on how one goes about this process?
  2. How many years do you have to go back? Is it police clearance for places you resided in for last 5 years? or is it more than 5 years?
  3. Any other info regarding this?
