how does INS knows if a person is on EAD or H1

Hello friends,

If a person changes job on EAD, does new employer has to inform INS?

If a person changes job on EAD, does old employer has to inform INS that this person is no longer with them? Is it mandatory under law?

I guess, without someone informing them, how will INS knows about it?
 
1. The new company asks you to fill up I-9 form when you are hired, this form is not supposed to be submitted to INS, that means the new employer does not notify INS.

2. I think it is optional to inform INS, if you leave the company in good terms, you should be fine.
