How does INS know when you

How does INS know when you.......

are laid off or if you change your job (if the ex-employer does not communicate)? I have seen people writing on this board that they got laid off and should be getting RFE/interview now.

They don't know (unless employer tries to withdraw I-140 ). I think RFE has no link. I have seen many people, in similar circumstances, getting approval without RFE.
 
agree that INS doesn't know about change. but one has to be prepared RFE (mostly for employment letter, pay stubs, tax filings etc) and that's the difficult part when you dont' have job.
