How does FP scheduling work?

I have been waiting to get the 2nd FP notice for several month now. It's said that it is in the queue waiting for generating FP notice, no time estimate can be given. My 1st FP completed less than 2 month after filing the I485. Now it seems taking forever to just get a notice!!!

Does anyone know how does this process work? why can't they expedite this? how comes there is nothing they can do once it's in the queue??!! I'm starting to wonder maybe this is just another excuse of theirs besides security check for the unlucky old filers.

My attorney did the fax, I called and send email. Also have a congressional inqury. None of them helped. The answer from CSC is to just wait, and wait longer...
