How does DOL know about layoff's in companies???

Only if you work for a big corporation. They send the layoff information to the DOL and even if they don't, DOL finds it from the media

in addition, employer has to attest/sworn about layoffs in labor application. employer misrepresenting such facts has to face severe penalties.

Also they have BLS which collects all labour related information including unemployment claims etc.
