How Do You Prove You Sent in AC21 Documents?

The INS often lose things so what happens
if you sent it and they said you did not?

Is it sufficient to just have copies of the documents?
I swear to God that I did not send it in, but in my
immigration file is a "Future employment letter"
addressed to the INS!
