How do we know if LC from prev. company is substituted ?

1. how do we know if approved LC filed by previous company is substituted to someone else ? is there a way to check this ?


2. Second, since PERM is available and LC can be done in 2 months,i'm assuming it's quite UNlikely that people will do labour substitution. Is my assumption probably correct ?
