How do the people in the US territories vote?

Not many people really know it. I got the answer.

Citizens in the US territories (Guam, etc) can not vote in presidential election unless they keep residence in soem of the 50 states or DC.

Until Amendmend 23 in 1961, even citizens in DC could not vote.
Amendment 23 gave DC 3 electoral votes. But none of the
US territories have any electoral vote yet

No, the Electoral College system does not provide for residents of U.S. Territories, such as Puerto Rico, Guam, the U.S. Virgin Islands and American Samoa to vote for President. Unless citizens in U.S. Territories have official residency (domicile) in a U.S. State or the District of Columbia (and vote by absentee ballot or travel to their State to vote), they cannot vote in the Presidential election. Note that prior to the adoption of the 23rd Amendment, DC residents could not vote in the Presidential election.

The political parties may authorize voters in primary elections in Territories to select delegates to represent them at the political party conventions. But that process does not affect the Electoral College system.

Peorto Rico still can not. Is this a serious violation of some rights?

Yes. This is a serious violation of the right side of your brain. It is the part that allows people to comprehend that only citizens vote. DC is not a state. The virgin islands are territories annexed for the purpose of mining baseball players for our MLB teams.

DC - why does anyone let beauracrats vote? They have proven they don't know how to vote and should have their voting rights removed. Imagine, how stupid of these people, 90% voted for Kerry. They vote to protect their jobs.

Bush lives in DC but votes in Texas. Is he special or the president
has to vote in his home state? shouldn't the president be
regarded as a resident of DC?
 
The cool thing about Bush is that he is firmly grounded in his home town of Crawford, Texas. He is not a fake liberal like Kerry who has mansions in 3 different states. The great citizens of America saw this, and voted Bush back in power. Americans choose true leader and rejected fake long-faced leader.
