How do I start the process?

Here's the background: I was married to my wife in Honduras in November 2010. She has a daughter (7 years old). I have to get them from Point A to Point B (Honduras to United States). Sounds simple enough. I am a US Citizen. So how do I get started. There is one major issue that I am worried about:

I think I make just above the poverty guideline requirements (so long as they count before taxes), but I don't have a year's worth of taxes to show that. My taxes from 2010 were only half a year, and before that I was in school. I was out of work this year for five months as well, so I won't have a full year's taxes. But, I can show that I have a full time job now and that, based on my monthly income, if you project it over a year, I make over the poverty line. Would they accept that?

I want to get the process started in January. Whatever the first step is, I want to have that done in January. So, any help would be appreciated (what information, documents, etc. do I need to gather now, and so on). I don't have money to be spending on lawyers and all that kind of stuff, so I want to make sure I know everything I need to know so I don't run into problems. Also, roughly what would the whole process cost me, assuming there are no unusual roadblocks?

Start by reading the I-130 instructions. That form and a few supporting documents are all you'll need for now.

The financial documentation would be required towards the end of the process (i.e. 6-12 months in the future), by which time you would have had enough time to file your taxes for 2010.

Apart from the US immigration aspect, you may have to tangle with the kid's biological father and the Honduras legal system to get permission to take the 7-year-old out of Honduras permanently.

Yes I am in the USA. The father actually lives in the USA as well, but I have no idea if he'll go back. He doesn't have much contact, but I guess you never know. I hadn't anticipated that as a problem...sigh.
