How do i book for appointment in Delhi for 221g(london)

Hi,

I've appeared for H1B visa at US consulate in LONDON in september and got a 221g form, stating ' can not evaluate your educational qualifications in india - contact US embassy in india'

I'm planning to attend for interview in delhi during december. can anybody help me, whether

1) i have to book the appointment as a new application by paying at HDFC ect... as i have already paid my visa applicaiton fee here in the UK

2) I am from south. can i apply in delhi because the earliest date available in chennai is in feb-06
