how come family-based first category is slower than 2A category

When immigrant parent is applying for unmarried son, it is 2A category, right? the current immigration visa number date is 15JAN05. However, citizenship parents (category first) should be faster than the immigrant parents (category 2A). But the current visa number date of category first is 08JAN03.
Why is that?
