How cases get selected for Transfer?

If anybody knows how cases get selected for transfer please speak up. I would like to understand what triggers transfer and also is it a good thing or a bad thing? Please, try to stick to facts not opinions. If you do not know facts and you want to share a guess, please note it is a guess.
