How can I request expedited FBI name check from USCIS?

Hi,

I am in DV-2004-AOS. I applied for AOS in October 2003 (Charlotte, NC). I was still not scheduled an AOS Interview. Recently, I was notified (via congressional inquiery) by the USCIS local office where my case is pending , that my name security checks were started as long ago as in December 2003. Name check is still not finished.

regarding expedited name checks.

QUESTION:
What exactly can I do in order to make congressperson (or anyone else?)
request an expedited name check???
I imagine that there is a kind of official innstruction of USCIS (Paragraph, date etc...) which addresses the actions as in the above URL. Please advise. If I have the exact reference, then requesting expedited checks is by far easier.
