How can I reach Toronto CIC?

HI, I need to talk to Toronto CIC but I can not reach them on the 1-888 number from outside of the country. Can anyone give me a number that I can call or an e-mail address?

The 888 number works only from Canada. You may call a friend in Canada and ask them to conference you. No email I know of.
