How can I prove that I came to the US legally from England, when had stolen my passport and I-94.

I'm in the middle of applying for my green card, and the only hold up is proving that I came here legally. I had requested a copy of my I-94 to the FOIA, and after several months, they closed my case saying I never submitted an alien number. How can I obtain an alien number, if I’m not a citizen of the United States? My route now is applying to U.S. Customs and Border Protection at Washington, and they have told me that they have a huge waiting list, and it will be several months before they can do something.
Does anyone know how I can get the proof needed, I don’t want to pay over $300 for a I-94 replacement, as all my money has gone into Lawyers and fees.
 
You won't get an alien number until after you apply for the green card. So forget about that.

If you know your passport number and the date of entry, you can apply for the green card with that information (along with a cover letter and police report documenting the passport theft), and USCIS will be able to verify your legal entry.

You're from the UK -- did you enter with the visa waiver program? If yes, you may have other big problems that could prevent you from obtaining a green card, especially if you overstayed.
