How can I bring my niece to the US?

I'm a GC holder and my husband is a US citizen. I have a 4 year old niece who I raised and took care of in the Philippines before I moved to the US. Her father has abandoned her and my sister who is her mother has no interest in raising her. I know I can provide her a better and loving and caring enevironment here but I have no idea how I can bring her here. Should we adopt her? How do you go about adoption? Hopefully someone can provide me with some answers. Thanks so much!
 
You (and also preferably your husband, as a US citizen) would have to adopt her.

International adoption is a complex thing. Look for answers at other sites that are dedicated to international adoption. But since you have a specific child in mind and know the parents, your situation would be a bit different from those that go through adoption agencies to find a an unspecified orphan.

If you can prove that you have lived with her, and taken care of her in the past for at least two years, your husband can sponsor her by filling out form I 130.

I suggest going through a lawyer, and contact your local congress person to request USCIS to speed up the process based on humanitarian grounds.
