How big / small should company be to sponsor H1?

Presently I am on OPT. I graduated with Masters Degree in Industrial Engineering from USA in May 2005. I have OPT period valid till July 2006. I have a couple of options.

I am able to join a consulting company here in USA, they are prepared to sponsor my H1 visa, however I will be the first w2 employee in this company. They have been working for about 4 years. They are a small scale business presently and I would assume, their present annual turn over will be about two hundred thousand. My query is,

1. Is this size of the company with present scenario be able to sponsor H1 visa for me? I do understand that, they practically can, however, what are the chances that H1 petition for this company will get approved?

2. What will be the best time to apply for H1 and should i apply for FY 2005 or FY 2006?

The size of the company does not matter.
My employer is a small company.We are 5 people in our local office. The H1-B initial petition was approved promptly (5 days with premium processing in California)
What matters is that the employee qualifications, the position, the employer and the employment conditions are AUTHENTIC and that it can be easily demonstrated.

Chennai Consulate 221(g) - h1b Visa was refused.

Provide a detailed and specific account of how H/L worker will be employed during the next 12 months. Be sure to specify location, client and client contact information, nature of the project and duration of the project.

Now the question is?:
This is new h1b visa. He don't have social security. How we can provide him the above information.

the question was if the SIZE of the company matters and I speak based on my experience, I am not a lawyer. Several other friends in CA have also good jobs on H-1B VISAS with small companies and they had no issues because of the size of the company.
The SIZE of the company DOES NOT MATTER

I dont know about the specifics you are asking.
