Are 485 application processed on the basis of priority dates or on the basis of FIFO (i.e As and when the applications are getting received)? My wife case is EB2-NIW with priority date of Sep 30th 2005 and we concurrently filed for 140 and 485 and now that she is current (as per the July visa bulletin) can we expect that they will start working on her petition, or will they handle cases that have priority dates earlier than hers (like EB3's) and who are just now getting eligible to file 485 because of movement in PD's.
