For OCI application in houston what is the correct size of pictures. I saw 2 inch x 2 inch listed and also 3.5cm x 3.5cm on the CGI houston website.

Go to any shop and ask for US pp photos.
These days there are almost no rejections of standard US PP size photos. So my suggestion is do not worry to much about photo specifications. Standard US PP will do.
