For us in Milwaukee, it was on paper. 10 questions of multiple choice and you just need to circle the correct answer. Nothing verbally was asked except name, address and N400 details.
But the sentence you have to write on paper is told verbally - For me (Please write down - I want to become an American Citizen - sentence). He told that 3 times to avoid any misinterpretation. You can also ask him repeatedly if you heard it correctly by repeating the sentence back to him.
My wife was asked to write (again 3 repetitions) - "Only congress has power to declare war."
Cakewalk actually. Each center has its own rules but if you want it on paper due to any health related reasons, you should probably ask the officer and I am sure he will oblige. The officers are not very friendly but are very professional and mind their jobs and take them seriously; ah, at least that is how they project it to the N400 public
