To predict the future (of J1), one has to learn from the past!

Lets discuss the following.

1. When did J1 Exchange visitor program for Physicians start? What was the idea behind the concept, when H1b was already in place?

2. What were the laws before J1 program for Physicians?

3. Why were Physicians subjected to 2 years of Home commitment?

4. Why is it Home Commitment? Why not exit US for 2 years?

5. Why was two years choosen, why not more or less?

6. What is the rationale of spending fedral money to train foreign Physicians and sending them back to home country?

7. Under what bracket does GME come under, is it Employment (H1b) or Education (F1 or J1)? Why does not GME come under F1 bracket, when you can do PGY1 on OPT/CPT(F1)?

8. When did the J1 waiver come into place? How often has it evolved/modified? Who are the people behind it?

9. Can you figure a trend in the evolving J1 waiver laws?


As I said, to predict the future you need to learn from the past. Lets get this discussion rolling and we will find a pattern!
