So we should not expect Visa Bulletin today.
USCIS open or close : Does not matter. NO work is done anyways.
 
ask those people who got their GC in 4-5 months...(485 in less than 30 days).....they will not agree with us...

unfortunately uscis is not consistant....their turnaround time is pretty wide(for eg. for AP its 20-120 days..) sometimes depending on what officer you end up with.....

with uscis or us immigration system.....its become a matter of luck....
