High School Exchange Student and his I-94

I am not sure if I have put this in the correct place.

I host a high school student here on a J-1 Visa.

He entered JFK on July 30, 2009. His DS-2019 was stamped.
Also (according to him - his I-94 was stamped)

On July 31 he checked in for a domestic flight to Raleigh and he states the Delta agent took his I-94 from his passport.

So - now he has none. We contacted Delta - nothing. We wrote a letter to HHS with a copy of his stamped DS-2019 and they want $320 that the kid does not have.

My worry on this starts here - in November we are taking him on a 3 day cruise to the Bahamas.
Does anyone thing they will deny him to board the ship? Will we have problems getting him back in the U.S. with the paperwork he has?

He is only 17 and we just don't know what to do.
