Well if you think about it, only 50,000 will be given green card and that has to include the dependants, so If I won GC and I am bringing my 50 children with me and my wife that would take 52 GC out of 50,000 potty... With case numbers above 50k it is quite shaky wether they will have any GC left for you. But most other years Africa did become current so dont worry

All cns are mostly current in september. And there are few instances where the visas were actually depleted and infact they try as much as possible to allocate all visas of that financial year. Worry not and what you should do is make your preparation with a zero margin of error to avoid AP and you have plenty of time to read all experiences posted here. Go through the forum and you will get winners who had a higher cn than yours.

I ask you question,
I went to Dubai with tourist visa in June 2009 , i stayed 3 months, then I renew an other 3 month visa in August 2009, then I renew another 3 months tourist visa on December 2009, however i had a residence in Dubai on April 2010 and I stayed 2 months as resident then I got back to my home country on late June 2010 and i never came back.
I am DV 2013 winner, my question is : do I have to look for Police clearance for my stay in Emirates ?

This is wrong,the 50000 does not include dependents.
I knew someone two years ago with a number in the 80000s, they got their GC. Remember a lot of African entrants get disqualified along the way, I believe mostly because they cannot prove they will not be a public charge, some are in AP too long, some in sham marriages and so on. There are statistics somewhere on the number of disqualifications I think. I believe there has only been one or two years in the last 13 years when not all numbers were current and that was before the financial crisis.
Also remember though that there is a per-country limit, I believe sometimes people from the more populous countries get cut off because of this. (I don't think this is usually a problem for Uganda though)

Sorry brother but the family winner consider 1 visa only not for each family memebr green card the winner will get DV1 and the spouse DV2 and kids DV3 and if he did AOS he will get DV6 and the spouse DV7 and kids DV8

All adds up to 50,000 (DV1 and DV2 etc). The total is 50,000 for all - yes, it's possible to run out of numbers (one of the posts in family immigration forum explains that his number was too high so he's doing GC through marriage).
Relax, you'll probably be interviewed in August or September 2013.
Our friend Obeezyb has a number of 105,000+ and even he is optimistic so you should be too
And for all my other friends out there, don't be mistaken! 50,000 selectees INCLUDES dependants!
