here is the answer to this rd/nd mystery

First they pick up bulk of cases based on RD (let's say now i think

10/16 to 11/15. ( nov 6 rd approved)

then they sort it based on nd and work on it
 
I looked at october 2001 on rupnet and ordered by ND. The cases that are approved seem to be randomly scattered no matter what RD or ND within October. I think your theory sounds interesting but the data on rupnet doesn't really support it.
