Here is my take on this mess

Here is yet another interesting theory borne of boredom at work and going through this site 6 times a day. It is based on the assumption that INS hands over files to its officers on a batch basis eg. Oct 99- March 00.

Suppose there are 10 officers to adjudicate the case. Out of this 10, there are 2 who work extremely fast and give a decision or RFE based on the merits of the case. The approvals that we are seeing of late of ppl with ND 02/2000 and 03.2000 is because of these hard working GOOD officers. Then there is the next batch of 6 officers who are more lazy than I am and are taking their sweet time to resolve the cases. This would explain why some are still left behind (like yours truly).

And then there are the other 2 officers who deal with RFE cases. One of them is fast while the other is like the rest of them.

So there you have it folks. The mystery has finally been solved. You can now sleep peacefully tonite.
