Here is my case:
Iam 39 years old. My birth certificate says my parent is an american citizen. I reside in the Philippines since I was born.I was legally adopted by a US citizen who died in 1998. Can I acquire a US citizenship certificate or US passport in the embassy in my county. What form should I use. Thank you.
 
What it says on your birth certificate is not relevant. You need to show through separate evidence that your biological parent was a US citizen at the time of your birth. And having a parent who was a US citizen at the time of your birth is not enough; you also need to show that they met the conditions to transmit US citizenship to a child born abroad.

If your biological parent was not a US citizen (e.g. only your adoptive parent was a US citizen), or they did not meet the conditions to pass US citizenship onto you at birth, then you could only have acquired US citizenship automatically after birth, if you immigrated to the US (i.e. became a green card holder) as a minor.
