It doesn't matter where you actually live, it only matters where you were born.
You have to follow the Indian table.

ok, i guess i should have mentioned this earlier. the letter tht uscis sent 2 my mum has the nvc case number, and u know how they all start with city abbreviations then the number???? well the city is african not indian. so thts whts confusing. so any things to say?

Ok, let me rephrase my answers.

Since you're residing in Kenya, the american embassy in Nairobi is handling your case (actually you have to reside there more than 6 months).

Anyway, Visa applicants from all over the world receive their Visa Number from the National Visa Center (NVC) in the US. It probably doesn't matter where in the world you live, the number starts with NVC.

Here's a link to the US Embassy in Nairobi, Immigrant Visa Instructions.:

Go from there. Call them, make an appointment just to get more informations. Whatever you feel like.

The country you file in is not necessarily the country whose timetable you follow...I think you were told that before.

Yes, it depends on your current citizenship, which is India in your case, no matter where you actually live.

The answer is found very clearly in the regulations pertaining to this -- why do you not research it if you do not believe what you have been told?? Look up the relevant regulations online --- and stay away from USCIS hotline.
