Help with transfer of J1 waiver, RE Extenuating circumstances

Hello,
I am presently on a VA waiver and due to pressing family reasons have to change to a MUA area in a different state. The lawyer is trying to file a case under the extenuating circumstances heading. He is demanding alot of monye though and is also saying that it will be hard to get.
Any input on the difficulty experienced by you all in similar cases will be really appreciated,

The new state with the new job: What is the waiver process there? Is it the same as the current one or diff one..
The old state with old job: How much time have you completed here? Are you bound by a contract violation clause?
If both of these things are okay then go ahead and prepare a packet with a cover letter explaining your circumstances.. Once packet is prepared then get an attorney to review it and then send it in for approval...
This will cost far less $$$ than paying this other attorney big time..
