Help with the GMC determination for citizenship

I'd like one of the knowledegable folks comment on the following. I found the following document on USCIS website. Not sure how old/new this is and whether this is applicable today:

This document states that a CIMT is a conditional bar towards citizenship not a permanent bar. Further it indicates that PETTY OFFENSE EXCEPTION will be taken into consideration during determination of GMC.

It also references "discretionary finding of a lack of good moral character by the adjudicating officer". What does this mean?

What doe it mean, it means that if you are arrested for a whole bunch of things, over a period of time but are not convicted, they can use it against you for GMC. If you are arrested 5 times in two years for shoplifting, then there is a very good chance that you are a thief. People with GMC don't get arrested time and time again.

On the flip side, they can forgive little things if you have a long track record of being a good person...
 
You cleared one of my questions. It is very clear that multiple arrests and convictions will definitely lead to denial.

What I'm more interested is whether PETTY OFFENSE EXCEPTION(POE) will be considered during GMC determination i.e. during statutory period you have one CIMT, which falls under POE and that is all you have for the entire time you have been here(more than 12 years).

Will that work against you during the naturalization interview?
