Help with n-600

Dear i need help with n 600.

My wife is us citizen by birth, she lived in the united states for 4 years before my 3 children born and they are born outside united states. All my children are under 18 years old and they have issued green card and currently lives in the united states with wife.

I am eligible to apply for n 600 or not.

The children are US citizens and you guys can apply for their US passports at any time, and that's the quickest and cheapest thing you can get for them. You can also file N-600 for Certificate of Citizenship for them if you want, though it is very expensive (more than a thousand dollars). The passport does not depend on the Certificate of Citizenship, nor vice versa.

Great news. Thank you for the support. Because i thought that my wife needs 5 years before the birth of the children to be able to issue the passports and n 600

No. A permanent resident under 18 living in the US in the custody of a US citizen parent automatically becomes a US citizen under INA 320, immediately when all the conditions are met. So the children most likely became US citizens immediately after entering the US with their immigrant visas (assuming they immediately started living with their mother in the US).
